During the tenure of Koshraj Banta as the Chief of Armed Police Force, there was no communication with the then IGP of Nepal Police, Upendra Kant Aryal.

At that time, the Armed Police Force, with support from Home Minister Bamdev Gautam, was trying to gain the authority to issue arrest warrants. The tension between Banta and Aryal was not only personal but extended to the lower levels of both forces, who were responsible for internal security.

According to officials, there were instances where the Armed Police Force left items at the border in the Terai, and Nepal Police would seize them, or the Armed Police would block actions taken by Nepal Police. However, when Banta was suspended over corruption charges and Durjakumar Rai became the Chief of Armed Police, efforts to improve relations between the two forces began.

Rai and Aryal, who had entered service in the same batch in Nepal Police, started working together after Rai was appointed as IGP. At this time, Gautam had already stepped down as the Home Minister. Aryal personally visited the Armed Police Headquarters to congratulate Rai.
